	The Bald Congress is a group led by [[Mr. Bald]] in [[Happy Canteen]]. The Congress’s goal is for bald peace and to gain rights for those who are balding. As well as equal chicken for all cats of the [[Happy Canteen]]. Their current #1 hater is [[Mr. Fluff]] as he thinks balding is contagious. [[Mrs. Kirby\|Ms. Kirby]] was once going to be considered a part of Bald Congress but due to her terrorist aspirations she was declined admission.
